[Cuis] [4.1][BUG] Maximize button no longer toggles window size.

Guessing this might be related to the bounds/fullBounds changes.

Repro:

>From the world menu, Open...->Browser.
Click the + button on the SystemWindow title bar. Window maximizes.
Click the + button again.

Expected:

Window returns to it's previous size.

Actual:

Nothing happens.
